Such an enabling provision could also potentially enable DoT to waive off some dues of bigger telcos like Vodafone Idea (Vi) or Bharti Airtel. However, officials clarified that if the amount involved is large and statutory in nature, Cabinet approval would be required. The DoT has some big-ticket claims in the form of one-time spectrum charges (OTSC), adjusted gross revenue (AGR) and the ₹3,050 crore penalty on Vi and Airtel. Currently, hundreds of small internet service providers (ISPs) and national and international long distance licence holders hold small dues and have defaulted on making statutory payments.
